Haleyville City Council Meeting

The Haleyville City Council met on Monday, June 6, 2022.  Resolutions up for approval were the 2021 Airport Improvement Project (Resolution #2022-21), Walking Track Repairs at the Haleyville Sports Complex (Resolution #2022-22), Culvert Replacement on 14th Avenue and in the Brookhaven Subdivision (Resolution #2022-23), paving the area behind the stage at The Heart of Haleyville Park (Resolution #2022-24), and acceptance of a bid for Winston County Road 90 Improvements (Resolution #2022-25). The full resolutions are below:

Resolution #2022-21

WHEREAS, the City of Haleyville is currently working on 2021 Airport Improvement Project, Haleyville Airport – Posey Field, Wildlife Fencing (Phase III), AIP Project No. 3-01-0039-014-2021, AND

WHEREAS, the Engineer for the Resurfacing, 2021 Airport Improvement Project, Haleyville Airport – Posey Field, Wildlife Fencing (Phase III), AIP Project No. 3-01-0039-014-2021, Columbus Fence Company, LLC., has requested deductive Change Order No. 1 in the amount of $4,662.85 to adjust the final contract price based on installed quantities and adjust contract time to reflect delays in construction related to material delays. Refer to the attached Summary of Quantities for a detailed description of the items included in Change Order No. 1.

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to execute Change Order No. 1 (to be made a part of this Resolution) approving Deductive Change Order No. 1 in the amount of $4,662.85 for the 2021 Airport Improvement Project, Haleyville Airport – Posey Field, Wildlife Fencing (Phase III), AIP Project No. 3-01-0039-014-2021,

Adopted and approved this the 6th day of June 2022.

Resolution #2022-22

WHEREAS the City of Haleyville will make repairs to the walking track at the Haleyville Sports Complex where the area between Fields 3 and 4 continually erodes on the northwest bank of the walking track.

WHEREAS on April 27, 2022, Acting City Engineer, Calvin Cassady, P.E., solicited proposals from six contractors to construct 180 linear feet of curb and gutter along the outside edge of the walking tract and add a drop inlet with piping to the bottom of the slope.

WHEREAS one responsive bid was submitted by Precision Concrete for a construction price of $35,700.00 to complete the repairs described above.

WHEREAS Acting City Engineer, Calvin Cassady, P.E., recommends that the City of Haleyville award this work to Precision Concrete for the construction price of $35,700.00.

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to award the erosion repair work of the walking track between Fields 3 and 4 of the Haleyville Sports Complex to Precision Concrete for the construction cost of $35,700.00.

Resolution #2022-23

WHEREAS the City of Haleyville will replace corroded corrugated metal roadway culverts on 14th Avenue and in the Brookhaven subdivision, which is to be resurfaced later this year.

WHEREAS on April 27, 2022, Acting City Engineer, Calvin Cassady, P.E., solicited proposals from contractors to replace the culverts on 14th Avenue and in the Brookhaven Subdivision.  Two responsive bids were received and are summarized below:

WHEREAS Acting City Engineer, Calvin Cassady, P.E., recommends that the City of Haleyville award this work to Double Diamond Construction Company, Inc. for the construction cost of $76,600.00.

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to award the culvert replacement project to Double Diamond Construction Company, Inc. for the construction cost of $76,600.00.

Adopted and approved this the 6th day of June 2022.

Resolution #2022-24

WHEREAS the City of Haleyville will pave the area behind the stage at The Heart of Haleyville Park.

WHEREAS on May 20, 2022, Acting City Engineer, Calvin Cassady, P.E., solicited proposals from two contractors to pave the area behind the stage, beginning May 31, 2022 and completing the work by 5:00 p.m. on June 1, 2022.  The following is a summary of the proposals received:

WHEREAS Acting City Engineer, Calvin Cassady, P.E., recommended that the City of Haleyville accept the proposal submitted by Dixie Paving in the amount of $18,500.00 for this work to be completed prior to June 1, 2022 at 5:00 p.m. in time for the scheduled 2022 9-1-1 Festival.

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that Mayor Ken Sunseri is hereby authorized to process payment to Dixie Paving in the amount of $18,500.00 for paving the area behind the stage at The Heart of Haleyville Park.

Adopted and approved this the 6th day of June 2022.

Resolution #2022-25

WHEREAS sealed bids for the construction of Winston County Road 90 Improvements, Resurfacing and Widening on CR-90 from SR-13 to Approximately 0.196 Miles East to Benefit Bassett Furniture Industries in Haleyville, Alabama, Project #IAR-067-000-008 were received and opened on Thursday, June 2, 2022, at 11:00 a.m., by Project Engineer, Calvin Cassady, P.E., at Haleyville City Hall.  Bids received are summarized below:

WHEREAS, the Project Engineer, Calvin Cassady, P.E., has reviewed the bids received and recommends that the project be awarded to Central Alabama Asphalt & Construction Company, LLC for their Base Bid of $188,099.24 (ALDOT eligible), pending ALDOT approval, and that they additionally be awarded Additive Alternate No. 1 for their bid of $30,770.05 (not ALDOT eligible) to construct additional paving and resurfacing along this project.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Haleyville, that pending approval from ALDOT to award this project, Mayor Ken Sunseri is hereby authorized to award this project to Central Alabama Asphalt & Construction Company, LLC to construct Winston County Road 90 Improvements, Resurfacing and Widening on CR-90 from SR-13 to Approximately 0.196 Miles East to Benefit Bassett Furniture Industries in Haleyville, Alabama, Project #IAR-067-000-008.
